The Metropolitan Manila Development Authority (MMDA) on Thursday announced the expanded number coding scheme will be suspended on Friday, August 21 in observance of Ninoy Aquino Day.
The rains brought by the Southwest Monsoon, or Habagat, continue to flood several areas Metro Manila, rendering several roads impassable to most vehicles.
